Reports to Managing Director

Legal Dept

Provides legal counsel to the Authority and supports lawful, commercially sound management of Liberia’s ports. The department advises management and operational units on legislation, contracts, concessions, regulatory obligations, disputes and institutional decisions that carry legal risk.

Planning, Research, and Economic Development

The Planning, Research, and Economic Development is responsible for leading NPA’s strategic planning, research, and economic development efforts to optimize port operations, foster innovation, and drive sustainable growth. This department is very instrumental in shaping the long-term vision and strategy for Liberia’s ports, aligning the NPA’s objectives with national and regional economic priorities, and ensuring that NPA is a central player in the modernization of Liberia's maritime sector. The Executive Director, who is the HEAD of the department, will manage a team responsible for planning, research, and policy development, ensuring that all projects and initiatives are data-driven, forward-thinking, and aligned with NPA’s mission to enhance operational excellence and competitiveness. This ED will collaborate with high-level stakeholders both within the government and the private sector, as well as regional and international maritime organizations, to ensure that Liberia’s ports remain competitive in an increasingly globalized economy.

Governmental and International Affairs Dept

Coordinates NPA’s formal relationships with Government institutions, international partners and intergovernmental stakeholders. It supports protocol, institutional representation, cooperation agreements and follow-up on matters that require cross-government or international coordination.

Public Relations Dept

Manages the Authority’s public communication, media relations and institutional reputation. The department communicates verified information about NPA operations, projects, services and public-interest activities while supporting transparent engagement with stakeholders.

Port States Coordination

Supports coordination of port-state, maritime-safety and environmental compliance matters that affect vessels and port operations. The function works with relevant national authorities and port stakeholders to strengthen safe, compliant and environmentally responsible operations.

Internal Audit Dept

Provides independent assurance on governance, internal controls, risk management and use of Authority resources. The department evaluates whether financial, operational and administrative controls are designed and operating effectively and follows up agreed corrective actions.

Fire Service Dept

Conducts or coordinates fact-finding into security incidents, losses, suspected misconduct and other matters assigned for formal investigation. The function supports evidence preservation, objective reporting and appropriate referral for administrative, legal or law-enforcement action.
