Monrovia, Liberia — The Management of the National Port Authority (NPA) convened a stakeholders’ meeting at its headquarters on August 5, 2026, to brief port users and key stakeholders on two major modernization initiatives scheduled for implementation at the Freeport of Monrovia: an Automated Port Access System and an Occupational Health, Safety and Fire Prevention Program.
Welcoming participants, Deputy Managing Director for Administration, Hon. James R. Bernard, emphasized that stakeholders and port users remain integral to the successful operation and development of Liberia’s ports and must therefore be actively engaged in initiatives aimed at modernizing the sector.
He underscored the importance of collaboration and collective participation as the Authority continues to advance its port modernization and expansion agenda.
During two separate presentations, Management outlined the operational requirements and expected benefits of the new initiatives.
Automated Port Access System
Under the proposed automated access system, institutions and companies operating within the Freeport will be required to submit listings of their personnel for registration and credentialing at the pedestrian access gate.
Vehicle owners and operators will also be required to submit valid vehicle registration documents for enrollment into the automated system. This will allow registered vehicles to be electronically identified through their license plate information and strengthen the Authority’s ability to monitor vehicular movement within the port.
Visitors accessing the Freeport will be required to pay a fee of US$1.00 per hour, or its equivalent in Liberian dollars, in accordance with the new access arrangements.
The automated system is intended to improve access control, strengthen security, reduce unauthorised entry, enhance traffic management and help minimize congestion within the Freeport of Monrovia.
Occupational Health, Safety and Fire Prevention Program
Management also announced the rollout of a comprehensive Occupational Health, Safety and Fire Prevention Program, designed and implemented by HSE Solutions Inc., a certified safety partner.
The program forms part of the NPA’s broader commitment to strengthening safety, security and international compliance across port facilities.
Among its key objectives are:
- Aligning port operations with internationally recognized occupational health and safety benchmarks and supporting the NPA’s performance under international port standards and assessments.
- Strengthening compliance with the International Ship and Port Facility Security (ISPS) Code, as well as applicable environmental, workplace safety and fire prevention requirements.
- Reducing workplace accidents, fire hazards and operational downtime through proactive hazard identification, emergency response planning, safety training and enhanced fire prevention measures across port terminals.
- Promoting a safety-first culture that protects port employees, users, cargo and infrastructure while strengthening investor and insurer confidence in the Freeport of Monrovia.
Management noted that the modernization measures will further align Liberia’s port operations with international standards, including requirements contained within the Port Facility Security Plan under the ISPS Code.
The initiatives are also expected to strengthen operational control, improve safety and security, reduce congestion and ensure a more efficient and professionally managed environment for businesses, employees, visitors and other users of the Freeport of Monrovia.
The NPA reaffirmed its commitment to continued stakeholder engagement as it implements reforms aimed at modernizing Liberia’s port infrastructure, strengthening regulatory compliance and improving the overall efficiency and competitiveness of the country’s maritime sector.
