Who we are
A national authority at the center of Liberia’s maritime trade system
The National Port Authority is the state-owned corporation entrusted with the planning, management and development of Liberia’s ports.
Established in 1967 and amended in 1970, the National Port Authority provides the institutional framework for Liberia’s port system. Its responsibility extends beyond individual terminals: the Authority is the national steward of strategic maritime gateways that support commerce, industry, essential imports and the movement of goods between Liberia and the wider world.
The NPA network comprises the Freeport of Monrovia, Port of Buchanan, Port of Greenville and Port of Harper. Together, these ports serve different commercial and geographic needs while forming one national system with a common public purpose — to improve the reliability, safety and competitiveness of Liberia’s maritime trade infrastructure.

A capable port system does more than move cargo. It influences the cost and reliability of trade, connects productive sectors to markets, supports supply chains and shapes the confidence of investors and port users.

Women shaping Liberia’s port and maritime future
NPA is strengthening women’s participation in leadership, professional development and the technical work that supports Liberia’s national port system.
The National Port Authority recognizes that a modern, competitive port system depends on the full participation of its people. Across administration, port-state coordination, security, planning and other professional functions, women are taking on a growing role in the Authority’s institutional and operational development.
Leadership and representation
As of the first quarter of 2026, women accounted for 604 of NPA’s 1,997 employees across the national port system, with 15 women serving in senior executive roles.
Skills and professional development
NPA continues to expand access to professional and technical development. In 2024, 15 female staff members completed specialized regional training through the Port Management Association of West and Central Africa at the Port of Abidjan.
Inclusive workplace culture
The Authority launched its Gender and Social Inclusion Unit Policy in April 2026 to strengthen workplace equity, non-discrimination, participation and equal opportunity across the port system.

National Port Authority established
The Authority was created by an Act of the National Legislature as the corporation responsible for Liberia’s ports.
Enabling framework amended
The Authority’s statutory framework was amended as Liberia continued to develop the institutional basis for national port management.
Four-port national network
The NPA system comprises the Freeport of Monrovia and the ports of Buchanan, Greenville and Harper.
