Professional profile

Hon. Emmanuel M. Horton, Sr. serves as Deputy Managing Director for Operations of the National Port Authority. Since his appointment in 2024, he has supported the management and improvement of port operations, with particular attention to operational efficiency, safety, environmental responsibility and infrastructure. He has also represented NPA leadership in initiatives involving occupational safety, environmental monitoring and the strengthening of operations across Liberia’s port network.
