NPA’s network comprises the Freeport of Monrovia, Port of Buchanan, Samuel Alfred Ross Port of Greenville and Port of Harper.

The Freeport of Monrovia is the largest port in the NPA network and Liberia’s principal commercial gateway.

The Port of Buchanan is in Grand Bassa County, south-east of Monrovia. It is Liberia’s second-largest port and a major industrial and export facility.

NPA supports vessel movements through services including pilotage, towage and harbor coordination. Requirements should be confirmed with NPA before arrival.

NPA manages port facilities and services. Customs decisions and statutory customs procedures are handled by the competent customs authority. Port users should comply with requirements of both NPA and the relevant government agencies.

NPA employees, APM Terminals staff, and port users must comply with the Authority's current port access requirements. Individuals requiring access must obtain the applicable biometric access pass, while vehicles entering the port must display the required vehicle access sticker.

1. Obtain a debit note from the NPA Finance Office.
2. Make the required payment at the designated bank.
3. Present the payment slip to the ISPS office and have your photograph taken.
4. Once processed, the identification card will be sent to the Customer Service Department for distribution.
5. Bring a photocopy of your payment slip when collecting your identification card.

Visitor entry: Beginning September 15, 2026, visitors are required to pay US$1.00, or its equivalent in Liberian dollars, for the applicable entry and parking fees.

Prospective lessees should submit a formal written application to NPA identifying the property requested, the proposed location where known, the intended use of the property, and any other relevant information required by the Authority.

The Property & Environment Department provides guidance on property availability, applicable rental rates, survey requirements, lease documentation, and the remaining steps in the leasing process.

Port users should have all required supporting documents for the container and engage a broker to guide them through the applicable clearance and payment requirements.

The process generally includes completing the required payments and clearances involving NPA, APM Terminals, Customs, GTMS, and any other applicable entities. Once all required payments and clearances have been completed, the broker can arrange for a truck to collect and remove the container from the port.

Participation in an NPA auction begins with an official auction notice issued by the National Port Authority. The notice identifies the items or lots being auctioned, the auction date, location, deadline, and applicable requirements.

1. Purchase the Public Disposal Booklet from the Cashier Section of the Finance Department. The cost of the booklet is non-refundable.
2. Review the available lots and identify the item or items you wish to bid on.
3. Meet the applicable bidder requirements. Depending on the auction, these may include business registration, tax clearance, and a scrap broker/dealership license.
4. Complete the required Letter/Form of Intent and clearly identify the relevant Lot Number.
5. Submit your sealed bid in the designated bid box before the published deadline.

The Disposal Committee evaluates the submitted bids, and the highest bidder for each lot normally wins. Successful bidders must follow NPA's instructions regarding payment and removal or collection of the awarded item.

Only one bidder may use each Public Disposal Booklet. Late or incorrectly submitted bids may be disqualified.

Persons entering the Freeport of Monrovia must comply with the applicable safety and personal protective equipment requirements.

Required attire includes a reflective safety vest or jacket, safety boots or other closed-toe shoes, and a safety helmet. Sleeveless clothing is not permitted within the port.
