Hon. James Richard Bernard is the Deputy Managing Director for Administration at the National Port Authority of Liberia (NPA). He is a senior public sector executive with over Seventeen (17) years of extensive experience in port administration, procurement, project management, and institutional governance.
He holds an Associate of Science in Architectural Engineering and a Bachelor of Science in Construction Technology from Stella Maris Polytechnic (formerly Don Bosco Polytechnic), and a Master of Engineering Management from Pennsylvania State University. He has pursued advanced professional training in procurement and supply chain management, project management, and public sector administration. His educational background provides a strong technical and managerial foundation for his leadership role in Liberia’s maritime sector.
Hon. Bernard has served in both international and private sector institutions, including the United Nations Office for Project Services (UNOPS), Odebrecht Construction International (Liberia Rail Road Rehabilitation Project/ Buchanan-Yekepa), and APM Terminals Liberia, where he contributed to infrastructure development, operational efficiency, and compliance with international standards. His career reflects a strong blend of private-sector discipline and public-sector service.
He currently supports the strategic leadership of the National Port Authority with responsibilities for administrative systems, institutional strengthening, and stakeholder engagement. He regularly represents the NPA at national, regional, and international forums and is committed to advancing transparent, efficient, and sustainable port governance in Liberia.
