Planning, Research, and Economic Development
The Planning, Research, and Economic Development is responsible for leading NPA’s strategic planning, research, and economic development efforts to optimize port operations, foster innovation, and drive sustainable growth. This department is very instrumental in shaping the long-term vision and strategy for Liberia’s ports, aligning the NPA’s objectives with national and regional economic priorities, and ensuring that NPA is a central player in the modernization of Liberia's maritime sector.
The Executive Director, who is the HEAD of the department, will manage a team responsible for planning, research, and policy development, ensuring that all projects and initiatives are data-driven, forward-thinking, and aligned with NPA’s mission to enhance operational excellence and competitiveness. This ED will collaborate with high-level stakeholders both within the government and the private sector, as well as regional and international maritime organizations, to ensure that Liberia’s ports remain competitive in an increasingly globalized economy.
Key responsibilities
1. Strategic Leadership and Vision Development
- Lead the development and continuous refinement of the NPA's Strategic Plan, aligning it with national economic development goals and the broader regional trade framework.
- Work in line with the Managing Director to formulate long-term strategies that ensure NPA’s ports and facilities are prepared for future trade trends, technological advancements, and infrastructure developments.
- Foster an environment of innovation by integrating cutting-edge technologies, sustainable practices, and operational efficiencies into NPA's strategic priorities.
2. Planning and Research
- Oversee comprehensive planning efforts for the NPA, ensuring that all port development and improvement projects are based on sound research and aligned with Liberia’s economic development goals.
- Lead the research division to generate high-quality data and analysis that supports decision-making and policy development. This includes market studies, feasibility assessments, traffic forecasting, and economic impact evaluations.
- Ensure that NPA’s research output informs key strategic decisions on port development, operational improvements, and stakeholder engagements.
3. Economic and Policy Analysis
- Conduct economic assessments on the impact of port operations, new projects, and regulatory changes to assess the cost-benefit and financial sustainability of various initiatives.
- Provide policy recommendations to the Managing Director and the Senior Management Team and other senior officials based on rigorous analysis of economic trends, global shipping patterns, and national trade policies.
- Lead NPA's involvement in policy dialogues, representing the Authority in high-level discussions with the Government of Liberia, development partners, and international agencies such as the World Bank, African Development Bank, and International Maritime Organization (IMO).
4. Risk Management and Organizational Resilience
- Develop and implement risk management frameworks to address potential threats to port operations, including geopolitical risks, environmental factors, and technological disruptions.
- Oversee the development of a Business Continuity Plan (BCP) to safeguard NPA’s operations against operational, financial, and reputational risks.
- Act as a thought leader on sustainability and climate change resilience in port operations, promoting green initiatives, carbon-neutral practices, and eco-friendly technologies.
5. Operational Excellence
- Ensure that operational procedures at all NPA-managed ports are continuously optimized for efficiency, safety, and productivity.
- Lead the implementation of industry-leading standards for port operations, including vessel handling, container management, berth scheduling, and logistics coordination.
- Work closely with the Operations and Finance departments to identify cost-saving opportunities, streamline workflows, and ensure financial oversight aligns with strategic objectives.
6. Human Capital Development
- Design and lead a professional development and capacity-building program for port personnel, ensuring that staff possess the necessary skills and competencies to meet evolving industry demands.
- Implement a manpower planning strategy that anticipates workforce requirements at all levels of port operations, addressing skills gaps and optimizing staffing levels.
- Foster a culture of leadership development within NPA, identifying high-potential individuals for future leadership roles within the Authority.
7. Stakeholder Engagement and Partnership Development
- Build and nurture relationships with a range of key stakeholders, including government ministries, private sector partners, international agencies, shipping lines, and logistics companies.
- Represent NPA at national and international forums, conferences, and summits, ensuring that Liberia’s ports are prominently featured in global maritime and trade discussions.
- Spearhead efforts to strengthen public-private partnerships (PPPs) and private sector investment in port infrastructure, facilitating joint ventures and collaborative initiatives.
8. Performance Monitoring and Reporting
- Develop and implement a performance monitoring framework to track the progress of NPA’s strategic initiatives and assess the success of ongoing projects.
- Oversee the preparation of high-level reports for the Managing Director and Board of Directors, ensuring that key performance indicators (KPIs) are met and aligned with NPA’s strategic goals.
- Lead quarterly and annual strategic reviews, presenting comprehensive assessments of NPA’s operational and financial performance, identifying areas for improvement, and proposing corrective actions as needed.
