Throughout the reporting period, the NPA advanced a series of groundbreaking concession renegotiations and policy reforms. These included the successful revision of the Cargo Tracking Note (CTN) agreement and the launch of the APM Terminals concession review, both critical to reducing trade costs and improving fiscal outcomes. Additionally, the NPA renegotiated the GTMS and Marine Services Agreements to increase government revenue, enhance transparency, and integrate Liberian ownership into maritime operations. Strategic partnerships with national institutions and international entities, including the EU-funded SCOPE Africa Program and the Port Management Association of West and Central Africa (PMAWCA), reinforced NPA’s commitment to capacity-building, stakeholder engagement, and regional integration.
