A dedicated, results-oriented, and experienced professional, Mr. Snowea provides strategic and operational oversight for the management, administration, development, utilization, and environmental stewardship of NPA properties across Liberia’s four (4) ports. His portfolio encompasses property administration, lease and asset management, environmental compliance, property development and utilization, and the implementation of institutional policies, procedures, and regulatory requirements.
Throughout his career, Mr. Snowea has developed extensive expertise in port property management, lease administration, asset management, environmental management and compliance, port administration, public-sector management, regulatory compliance, and institutional policy implementation. He has contributed to initiatives focused on improving the efficient and sustainable utilization of port properties, strengthening lease revenue administration, enhancing asset management systems, and promoting environmental stewardship within the port environment.
Mr. Snowea holds a Master’s Degree in Public Sector Management (M.PSM) and has undertaken specialized professional training in Port and Terminal Management; Environmental Management; Intermodal Transportation and Trade; Combined Vessel, Company and Facility Security; Negotiating Fiscal and Financial Aspects of Large-Scale Investment Contracts in the Extractive Sector; and the International Ship and Port Facility Security (ISPS) Code, including Drills and Exercises.
His professional background combines strategic leadership, institutional knowledge, operational experience, and public-sector management, positioning him to effectively contribute to the NPA’s mandate of managing and developing Liberia’s port properties and supporting sustainable port-sector development.
